Starring Song Kang-ho ("Parasite"), creative white-knuckle Korean thriller "Emergency Declaration" imagines a viral outbreak at 35,00 feet.
From a storytelling perspective, seeing what Han can do with the interior of a plane — and a whole lot of CGI — is downright inspirational. The outbreak claims dozens of casualties, and nearly everyone is infected by the end, as the plane faces an onslaught of other challenges: autopilot malfunctions, actual pilot mortalities, a steep plunge that sends unbuckled travelers bouncing against the ceiling, a desperate landing attempt in Japan that is met with missiles fired by Air Force jets, and so on. The culprit, Jin-seok, looks like a member of a K-pop boy band in a business suit (as played by ZE:A singer Yim, that’s almost exactly what he is): an eerily innocent-looking face with an indecipherable half-smile, à la Paul Dano in “Prisoners,” rather than your usual evil mastermind. Plot-wise, the film has a lot in common with Korean blockbuster “Train to Busan,” about a zombie outbreak that turns a standard commute into a high-speed death trap. “Emergency Declaration” debuted as a midnight selection at the Cannes Film Festival a full year before opening in U.S. theaters, and seeing it there, surrounded by an audience of jittery masked cinephiles tentatively venturing back out into public gatherings, made the experience doubly nerve-racking. It’s my belief that creativity works best within constraints, and this seems as good a test as any to see what someone can do with a single location.
With its 220-minute running time, you could fairly say that “Emergency Declaration,” the new film from South Korean writer and director Jae Rim-han, drags a bit ...
But to the people on the ground, it could look different. After all, we’re made to sympathize, maybe even empathize, with the people in the plane. And the people in charge sometimes have to make tough decisions. On land, Sook-he (Do-yeon Jeon), a high-ranking Minister, must toil for the plane’s safety, often in the face of hostility from forces both home and abroad. He plays on the hidden anxieties many passengers feel—fear of crashes, fear of being shut up in a confined space, fear of having no place to go. In the air, Hee-jin (So-jin Kim) has to keep passengers calm, well-regulated, and prevent their ugliest impulses from destroying every life on board.

I would like the film to lead the audiences to think 'it's possible to act like that,' instead of thinking 'why they would act like that?'" "A large number of people get on an airplane. "I feel there can be different opinions from my own. Han shared that the primary focus in filming the scenes was to make them as realistic as possible. The film shows conflicts that are also seen in this pandemic … I wanted to cast light on healing and hope while also portraying humanity undergoing changes from psychological fear." The move comes as officials scramble to boost access to monkeypox treatments and vaccines amid rising case counts.
Federal officials on Thursday also circulated an “options memo” for how a public health emergency would improve the nation’s monkeypox response, according to two officials who were not authorized to comment. But Becerra’s decision to declare monkeypox an emergency could raise political complications for the White House, which has faced calls from advocates to declare gun violence a public health emergency and climate change a national emergency. Many public health experts had also affirmed the WHO’s decision to declare a public health emergency, saying that a coordinated global response is “ essential” to beating back the growing outbreak. The World Health Organization on July 23 declared that monkeypox was a public health emergency of international concern, its highest-level warning, after confirmed outbreaks in about 70 countries where the virus has not historically spread. For instance, the emergency declaration can be used to compel hospitals to report more data about their monkeypox patients, and enable the Food and Drug Administration to expedite medical countermeasures that might otherwise take months or years to undergo traditional regulatory reviews. Federal leaders had spent weeks debating whether to declare monkeypox a public health emergency, and officials said that Thursday’s planned announcement is part of a broader push to contain the virus. The infectious-disease, which comes from the same family of viruses as smallpox, spreads primarily through close contact, and experts say they believe skin-to-skin exposure during sexual activity is a major source of transmission in the current outbreak. The virus also is linked to more severe complications in children, pregnant women and people with immune conditions. Officials said that they had expedited an additional 150,000 doses of Jynneos to arrive in September, and FDA Commissioner Robert Califf told reporters that a “dose-sparing” plan was under serious consideration. Health officials Thursday also said they were taking steps to improve access to Jynneos, the only vaccine approved by the Food and Drug Administration to protect against the virus through a two-dose regimen. “It’s about time,” David C. Harvey, executive director of the National Coalition of STD Directors, said in a statement. That would also allow for greater flexibility in how the current supply of vaccines is administered, Becerra said.
Monkeypox cases have topped 6,600 nationwide, but officials still hope they can control the outbreak with more vaccines and testing.
As of Thursday, the U.S. had distributed 600,000 of the 1.1 million available doses of the Jynneos vaccine, which is administered as a two-shot regimen. The lesions were most commonly found in the anus or genital area, followed by the torso, arms or legs. All but 1% of U.S. monkeypox cases so far are people who were assigned male at birth, the Department of Health and Human Services said last week. The average U.S. monkeypox patient is around 35 years old, but people of all ages can be infected. A study published last month, which examined monkeypox cases in 16 countries from April to June, found that nearly 65% of people had fewer than 10 lesions. HHS said a shipment of 150,000 doses will arrive in the U.S. in September to then be distributed. Around 14,000 people in the U.S. have received TPOXX, an antiviral drug that is authorized for use against smallpox but can also be used to treat monkeypox. Some patients have also reported chills, headache and muscle pain. Physicians must also complete extensive paperwork to prescribe it for monkeypox. It has previously been used for Covid-19, Zika, H1N1 flu, polio and Ebola. At least 26,200 monkeypox cases have been confirmed worldwide this year, according to the Centers for Disease Control and Prevention. But the drug’s use is for now limited to people with severe disease or a high risk of becoming severely ill. California and Illinois followed suit with emergency declarations Monday.
The designation will free up emergency funds and lift some bureaucratic hurdles, but many experts fear containment may no longer be possible.
During the outbreak, federal health officials have regularly shared information on testing capacity or on the number of vaccines shipped to states. Local health departments are underfunded, understaffed and exhausted after more than two years of grappling with the Covid-19 pandemic. The agency relied heavily on this provision to speed tests, vaccines and treatments for the coronavirus. Generally, federal agencies like the C.D.C. cannot compel states to share data on cases or vaccinations. The president and Mr. Becerra have been under intense pressure from activists and public health experts to move more aggressively to combat the outbreak. In the United States, demands for stronger action against monkeypox have intensified. The virus is transmitted mostly during close physical contact; the infection is rarely fatal — no deaths have been reported in the United States — but can be very painful. AIDS activists, who have been sharply critical of the administration, have been demanding an emergency declaration for weeks. The agency is working to broaden its access to state data, but in the meantime, the information is spotty and unreliable. “I don’t really understand why they didn’t do this weeks ago.” The country now has among the highest rates of monkeypox infection in the world, and the number is expected to rise as surveillance and testing improve. Supplies of the monkeypox vaccine, called Jynneos, have been severely constrained, and the administration has been criticized for moving too slowly to expand the number of doses.

The U.S. also has 1.7 million courses of the antiviral treatment tecovirimat in the strategic national stockpile. The pets were infected after they were housed near small mammals imported from Ghana. The U.S. outbreak in 2003 was the first time monkeypox was reported outside Africa, according to the CDC. The U.S. also has more than 100 million doses of an older generation smallpox vaccine, called ACAM2000, that is likely effective against monkeypox. The U.S. has ramped up testing capacity to 80,000 per week after bringing several commercial labs onboard last month. The U.S. has ordered more than 5 million additional doses with deliveries scheduled through the middle of 2023. The CDC last month confirmed the first U.S. cases of monkeypox in children, a toddler in California and an infant whose family was traveling in D.C. The infant's family is not U.S. residents. Lawmakers in Congress and local communities have criticized the pace of the federal government's response, but Becerra said last week that HHS has done everything it can to ramp up resources to fight the outbreak. The Food and Drug Administration approved Jynneos in 2019 for adults ages 18 and older who are at high risk of exposure to monkeypox or smallpox. The global outbreak is highly unusual because monkeypox is for the first time spreading widely in North America and Europe where the virus is not normally found. But symptoms in the current outbreak have been unusual. About 98% of patients who provided demographic information to clinics identified as men who have sex with men, according to the CDC. But anyone can catch the virus through close physical contact with someone who is infected or contaminated materials. Monkeypox is rarely fatal and no deaths have been reported in the U.S. so far, but patients often suffer debilitating pain from the skin rash caused by the virus.
The moves aim to speed up distribution of vaccines amid criticism of the federal government's response.
The administration is holding the first of recurring weekly monkeypox briefings with congressional staff Thursday afternoon, according to three congressional aides. But LGBTQ groups focused on the monkeypox response have voiced support for declaring the outbreak an emergency. “The goal has always been to vaccinate as many people as possible,” Califf said. The declaration comes as more than 6,600 monkeypox infections have been reported in the United States, a number that has risen sharply over the past weeks. “And it will allow us to get more data from jurisdictions so we can effectively track and attack this outbreak.” “We’re prepared to take our response to the next level in addressing this virus,” Department of Health and Human Services Secretary Xavier Becerra told reporters.

Last week, the World Health Organization called monkeypox a public health emergency, with cases in more than 70 countries. That information can be used to better understand how the outbreak is unfolding and how well the vaccine works. Gostin said the U.S. government has been too cautious and should have declared a nationwide emergency earlier. Becerra announced the emergency declaration during a call with reporters. The monkeypox virus spreads through prolonged skin-to-skin contact, including hugging, cuddling and kissing, as well as sharing bedding, towels and clothing. The declaration by HHS comes as the Biden administration has faced criticism over monkeypox vaccine availability.
